The situation
Every priority draws on the same people
Departments and agencies regularly revisit priorities so public funds go where they deliver most for Canadians. Agreeing the priorities is one step. Turning them into a portfolio takes longer: which initiatives start now, which wait, and what each choice means for departmental objectives. A portfolio view makes each of those choices deliberate and visible.
Capacity changes too. People move between roles, teams take on new responsibilities and specialists shift between priorities during the planning cycle. Service delivery and operations continue while projects move forward, because service to Canadians cannot pause. The plan needs to reflect the teams as they are today.
New demand keeps arriving as well. A major project referred for review, a modernization initiative or new AI capability for the public service all draw on the same regulatory, science, digital and engagement teams. Each one either fits, or something else moves. Leaders need to know which, and why, before they commit.
