The challenge
Every “no” costs trust. Every “yes” costs capacity.
The business asks for far more than IT can deliver, and every refusal spends a little trust. Without a plan that shows demand against real capacity, every answer sounds like an excuse or an overpromise. So IT ends up campaigning for resources instead of showing what each request would take.
Mandates raise the stakes. A new regulation lands with a fixed date and goes to the top of the list. That part is easy. The hard part is the conversation with every business sponsor whose project just slipped. Meanwhile the PPM holds good delivery data, but executives rarely decide from it: it serves as the system of record for delivery, while decisions need a place for scenarios and trade-offs.
Two familiar concerns hold planning back. One is “we’ll start once our data is clean,” a moment that never quite arrives. The other is AI: before any model touches portfolio data, the CIO and the CISO need to know which model, where the data goes and whether the answers can be trusted.
