The situation
Several versions of the future, the same teams
EU institutions, bodies and agencies plan across long horizons. While the next multiannual financial framework takes shape, the programs that depend on it still need to be prepared. Every planning unit has to work with several versions of the future at once, and the timing of the final figures matters as much as the figures themselves.
Work also continues after a funding instrument closes. Reporting and control duties carry on, follow-on investments need a home in regular budgets, and the people who ran closing programs are needed for the next priority. Knowing which teams are still committed, and until when, decides what can realistically start next.
Simplification brings its own demand. Each package also brings implementation work: guidance to rewrite, IT systems to adjust, reporting templates to retire and implementing acts to prepare. Much of it lands on experienced teams that are already busy, and a priority that arrives mid-year often draws on the same few people.
