The situation
Capital ceilings say how much. The plan says how.
Multi-annual capital ceilings under the National Development Plan answer “how much?” They do not answer “can we deliver it, and in what order?” That depends on what an envelope cannot show: which teams build what, which projects wait on planning consent or a utility connection, and what happens to the rest of the pipeline when one of them moves.
The same specialists carry much of the load. Engineers, planners, procurement and finance staff deliver capital projects while keeping day-to-day work moving, so each Budget lands on both at once. Digital teams see a similar pattern: delivering the online public services set out in Digital Ireland draws on the same people who keep today’s services running.
Infrastructure delivery depends on many parties beyond any one department. It also depends on what happens inside the portfolio: priorities agreed, dependencies tracked and capacity planned realistically. European and international commitments draw on the same experienced officials, so the trade-offs between them should be visible and decided deliberately.
