The planning challenge
Every adjustment touches everything else
Vision 2030 sets long-term goals that government entities turn into initiatives, projects and services. Teams that already run day-to-day operations take on new work, and every change has knock-on effects across projects, people and budgets.
Some commitments cannot move at all. National events such as Expo 2030 Riyadh come with fixed opening dates, and around them sit transport, utilities, venues and services delivered by many entities, each with its own portfolio. Each project can look sound on its own; conflicts appear where they overlap, such as the same specialists needed in the same quarter.
Answering “if we change this, what happens to everything else?” with spreadsheets takes days, and the deck can be out of date before it reaches the steering committee. With a strong national focus on artificial intelligence, entities also ask a practical question: where does AI help planning, and what data should it see?
