The planning challenge
A long plan meets change every year
Oman Vision 2040 sets the direction, and each five-year development plan turns it into strategic programs delivered in phases. Inside every phase, the same engineers, analysts and project managers are asked to support several programs at once, alongside the public services they already run and improve every day.
Then the years happen. A budget line is revised. A new national priority moves up the list. One program moves and its dependents move with it. Committed, multi-year projects come first, so new programs have to find room in the funding and capacity that remain.
In many organizations, each of those changes still means a new version of the spreadsheet and a fresh slide deck. The analysis takes days, and by the time it reaches the meeting the next change has already arrived. The real constraint is the time it takes to understand a change.
