The planning challenge
Projects connect across entities. So should the plan.
Kuwait Vision 2035 sets the direction. Each year’s development plan and budget turn it into ongoing and new projects across ministries, government departments and public authorities. The people who plan, procure, supervise and deliver that work are often the same people who keep day-to-day services running, so funding is only one of the constraints.
Major infrastructure rarely belongs to one owner. A major facility depends on roads, power and connected systems delivered by others. Citizen services work the same way: one simple service in an app can rely on integration work by several entities, each with its own portfolio, budget and priorities.
So when one piece moves, the question is not only how far it moved, but what else moves and who needs to know. Answered with spreadsheets and slides, that question can take a week, and each new project, contract change or team reassignment starts the rework again.
