The challenge
Every outside change becomes a list of projects
Trade rules can change more than once in a year, and each change lands on the project portfolio, not just the price list. Dual-sourcing and supplier qualification projects move up or down. A capacity expansion that made sense last quarter looks different this quarter. Landed-cost models and customs changes pull in the same finance and IT people who were already committed elsewhere.
Regulation works the same way. The EU’s Carbon Border Adjustment Mechanism quietly turns into supplier emissions data, new customs processes, ERP changes and finance controls. All of it competes with work that was already planned. Most leaders knew it was coming. What they could not see was what it would push out.
Meanwhile the capex envelope holds flat while the list keeps growing: automation cells, line upgrades, energy efficiency, an ERP rollout. AI pilots such as predictive maintenance and vision inspection need the same controls engineers, data engineers and plant teams who run production every day. Plan as if capacity were unlimited, and the same specialists end up booked several times over.
