The situation
Short of time to replan, not short of plans
Most public planning teams are not short of plans. They are short of time to change them. While the finance bill moves through the Folketing, ministries and agencies plan against a frame that is not yet final. The useful question is not only what changes, but what moves and what must be protected.
The joint government digital strategy, agreed by the state, Local Government Denmark and Danish Regions, asks the public sector to use new technology such as AI responsibly and to strengthen digital sovereignty. For every public-sector CIO, that raises a practical question: what happens to portfolio data when AI is used to help plan?
Structural change adds a third layer. When public organizations combine, portfolios, separate sets of systems and different ways of counting capacity have to come together, while services keep running every day. The start date may be fixed. The order of everything after it is a decision.
