The situation
Every yes needs a place in the plan
When budgets grow, new priorities can be added on top. When the frame is steady, every new priority needs a place, and someone has to see what it replaces. When new priorities are funded by reallocating appropriations between areas, that is a planning question for ministries and agencies before it is a budget question.
Which projects give way? Which teams take on new work? And what happens to the work that depended on them? Reallocation is about people’s time as well as kroner, and the answers are most useful before the Storting adopts the budget and the allocation letters set the tasks for the year.
Municipalities are also strengthening crisis preparedness, with exercises, plans and investments that keep critical services running. That work falls to the municipal teams who keep everyday services running. Preparedness works best when it is registered as real demand, not added on top, so everyone can see what makes room for it.
