The situation
The hard question is who will do it
Public planners are rarely unsure what to do. The harder question is who will do it. Agencies, regions and municipalities are asked to strengthen preparedness, adopt AI and deliver their core services, often with the same people. A project list that leaves out the day job shows only part of the picture.
Civil preparedness now runs through municipalities and regions as well: supply preparedness, health care, food and drinking water, and evacuation planning. That work lands on the people who already run schools, care, water and IT, and it competes with everything else for the same hours in the same year.
The budget rhythm adds timing pressure. The Riksdag decides the budget late in the year, and the appropriation directions arrive just before the new financial year begins. Agencies can’t wait until then to know what they will do. They need a plan that is ready for the directions, whatever they bring.
