The portfolio question
Value stream funding asks a better question. It needs better evidence.
Project funding asks whether to approve a project. Value stream funding asks what the most valuable work is that this budget and these people can do next. Teams stay together, budgets go to value streams and scope decisions move closer to the work. Finance stops approving business case after business case and starts deciding whether each value stream has the budget and capacity the strategy asks of it.
Balancing capacity and demand sits at the center of LPM, yet in most portfolios demand runs well ahead of what teams can deliver, and nobody can show the gap on one page. Limiting work in process then turns into a matter of opinion. “We’re at our limit” sounds like a position to argue with. A view of which initiatives slip and which team overloads if one more starts is a fact everyone can look at.
The portfolio events, in SAFe or their equivalents elsewhere, carry the same pressure. A Strategic Portfolio Review can drift into a status meeting, with each value stream presenting a deck that is weeks old and every “what if we pause this and fund that?” parked for a follow-up. The Portfolio Sync is meant to catch change early, but only if the plan it looks at is current.
